The registration phase of the VBS was due to begin in July 2010, however the Coalition Government halted the registration phase  whilst a review was conducted into the scheme. The information below reflects guidance available before the review was announced. It will be updated once the outcomes of the review are released.

 

 

There is a lot of confusion on the role of CRB checks for people who are going to register with the ISA. The main message is:

ISA-registration will not replace CRB Disclosures, which must be carried out as before, where required.

 

The difference between ISA-registration and a CRB check
 

  • The ISA will take decisions to prevent unsuitable people from working in regulated activity, whereas CRB check provides access to an individual's full criminal record so that they can assess the individual's suitability for the particular post or position.
  • ISA registration does not replace the need for CRB checks. However the ISA registration is a one-off check for life time and there is no need to reapply later.

 Application Forms

  • The existing CRB application form can be used up to 20th July 2010
  • Applicant guide booklets will no longer be provided. Instead applicants are advised to view the e-guide available on the CRB website http://www.crb.homeoffice.gov.uk/eguide
  • From 28 June you will be able to apply for ISA registration and/or CRB checks on the new application form but will be processed on or after 26th July 2010
  • Any unused existing applications must be returned to us after 20th of July 2010
  • The CRB will start to process the new application forms accepted since 28th June 2010 in date received order.

Portability of CRB Checks

As part of the Government Spending Review, the CRB will be adopting an idea suggested by the public through the Spending Challenge process.

The department will make it possible for employers to share CRB checks, reducing the need for multiple checks. The Government aims to introduce legislation in the Freedom Bill once detailed proposals have been modelled, developed and tested.
