Every Child Matters - the background

In 2003 the Government published a Green Paper called Every Child Matters alongside a formal response to the report into the death of Victoria Climbié. The report identified problems that had led to the failure to prevent Victoria's death and proposed a programme of change to ensure every child has the best chance in life to achieve their full potential.

Following the release of the Green Paper and subsequent debate and discussions, the Children Act 2004 was passed which gave legislative backing for the development of more effective and accessible services for young people.

Aiming High for Disabled Children (AHDC) is a programme to transform services for disabled Children in England. AHDC has been introduced to make the Government's aim of making this country 'the best place in the world for children to grow up a reality for disabled children.

There are three priority areas:

Access and Empowerment
  • Making services more accessible
  • Active involvement of children, young people and their families in the planning and delivery of services

Response Services and Timely Support
  • Focus on services disabled children need particularly on key life stages

Improving Quality and Capacity
  • New funding allocation for services families need and want e.g. short breaks

Some of the key areas of work as a result of AHDC are:

Short breaks -  more funding to provide regular short breaks from caring

Childcare - improvement in the provision of accessible, high quality childcare for disbaled children.

Parent participation - Ensuring parents are involved in strategic planning at a local level

Transition support- Creation of the Transition Support Programme which aims to improve the standard of support available.

Palliative care -  A boost in funding for palliative care and a new palliative care strategy which aims to improve outcomes and experiences for children with life-limiting and life-threatening conditions.
