Every Child Matters is a set of reforms that aims for every child and young person, regardless of background or circumstances to have the support they need to:
| Be healthy |
Enjoying good physical and mental health and living a healthy lifestyle |
| Stay safe | Being protected from harm and neglect |
| Enjoy and achieve | Getting the most out of life and developing the skills for adulthood |
| Make a positive contribution | Being involved with the community and society and not engaging in anti-social or offending behaviour |
| Achieve economic well-being | Not being prevented by economic disadvantage from achieving their full potential |
In 2003 the Labour Government published a Green Paper called Every Child Matters alongside a formal response to the report into the death of Victoria Climbié. The report identified problems that had led to the failure to prevent Victoria's death and proposed a programme of change to ensure every child has the best chance in life to achieve their full potential.
Following the release of the Green Paper and subsequent debate and discussions, the Children Act 2004 was passed which gave legislative backing for the development of more effective and accessible services for young people.
